Kaizen is used in many industries, including service industries. Companies looking to implement best practices use lean principles in many areas of their companies; many companies are doing this now because it has been proven to be so effective at eliminating waste. Manufacturing companies are the traditional users of this process. Mfg. Industries range from automotive and airlines to packaging companies use this. Some companies are even doing tact times and kaizen events to reduce waste in their call centers and service operations. It is widely applicable in a range of industries.

Toyota was the pioneer; however, many Fortune 500 companies employee forms of the concept in their operations.

I'm familiar with similar approaches...generally done when bigwigs want to downsize their department to work 'lean'

It's a tough environment, this one you are in, and it sounds like this guy is too unfamiliar with what you have been doing - which is where the lean systems/theories have their downfall. When folks who do not know the process try to implement new things to be more efficient, things just become jumbled and operate less efficiently.

Consider it a way of poorly run business these days. Any chance your company is getting restructured? Can you move elsewhere w/in the company? If you can suck it up and deal with the gibberish, do so, otherwise, try and find something else.

Kaizen Costing

Is the process of cost reduction during the manufacturing phase of an existing product. The Japanese word kaizen refers to continual and gradual improvement through small betterment activities, rather than large or radical improvement made through innovation or large investments in technology. Kaizen costing is most consistent with the saying "slow and steady wins the race."

Boeing Commercial Airplane Company, IRC Division currently uses this system

Lean & six sigma go hand in hand, though they are different approaches to the same problems (six sigma = 3.1 errors in a million possibilities to make an error: it is, roughly said, a TQM approach/philosophy). Lean is simply "the elimination of all waste in your production and administrative processes". You'll find concept of 5S, OEE, Autonomous/Professional Maintenance, Single-Minute Exchange of Die (SMED) terms and the like when dealing with Lean.
Kaizen (or Gobetsu Kaizen) simply means "continuous improvement". Basically analysis you make to improve (e.g. Safety Kaizens => safety workshops where a workfloor situation is analyzed).
In real life, it is often hard to exactly determine what is "lean", "6Sigma" or TQM, as the concepts are often confused by managers, who use the terms incorrectly.
I do not have a paper or anything on this for you that explains it all. Try to get a hold of books from Jim Womack & Dan Jones: they are the experts in that field...

Base on the information provided, to achieve six sigma, it shall be less than 1. However, another way to increase your sigma is increase the control level. If both of them not allow, mean your process is not able to achieve 6 sigma due to the limitation of capability
